Epic said they will just cook the "best" mods themselves and have it submitted to be uploaded for download onto microsoft servers. User created mods won't be allowed still though, as far as I've read.

In one way shape or form, yes. Epic has stated there will be mods on the 360 version, but it is unlikely the system will be like the PS3's.
The problem is MS has Live on lock-down. Anything put on Live MS must certify, or the user tool to create the mod must be locked on live and left unmodded itself (like the car creation).
Most likely to happen (IMO), is Epic will have MS certify the most popular mods and those will make their way through.
But one way our another the 360 will get mods.:eek:
