ACtually this idea has been said before and is not a bad one. There is a mod ofr it. It would be a very godo idea to have one fir the reasons that you said.

Bethesda Softworks announced today that it will release The Elder Scrolls IV: Shivering Isles for PlayStation 3 as a stand alone disc for retail. This new title will allow gamers who already own The Elder Scrolls IV: Oblivion to experience the award-winning expansion.
