To start, Avatar rules are not changing. Avatars are still 100x100 pixels and 20kb max.
The signature rules are being changed in order to add support for Xbox Live Gamercards in a way that will not also add potential security risks to the forums. We are aware that there is a more complete PHP mod for Gamercards, but the security of what it does or can do has not yet been verified as well as the Gamercards total downloaded content would greatly exceed 50 - 100kb with the interactive content.
Due to the XboxLive Gamercard JPGs through mygamercard.net taking upwards of 28k, we are increasing the allowed signature kb limit for images to 28k. Unless you are using the linked gamercard image straight to mygamercard.net, you are still required to use the pixel restrictions associated with options 1 & 2 below.
In addition, we have clarified some of the other signature options and rules. If you have any questions, look for the sticky thread in General chat.
Some of the rules, while written in strong language, are written mainly for repeat offenders. The 150 characters per line rule, as an example, is mainly to prevent abuse of the general lines of text rule using word wrap to get more lines. 150 characters was deemed enough to fit on most screens or window sizes without word wrap issues. But in general, I wouldn't worry too much about this unless you are writing a small novel in your signature.
Other "new rules" are more of clarifications of existing policies. We have highly discouraged "annoying" signatures. The general text rules are being put into place to help keep this under control.
