No it isn't. This just describes the user license which is valid on 2 home consoles and two handheld consoles. It says the same thing for al content.

"Velocity" and "Where is My Heart?" are two of my personal favourites, and definitely two i would say are better than most PSN games.

I don't think that's a fair generalisation at all. There are some real gems on the platform. Some are better than full-sized PSN games. Saying "they normally just suck" is silly.
