If you copy the URL of that image then remove the two at the end before the .jpg you'll find another image that looks extremely similar that was accidentally uploaded without being properly edited. The last comment has an un-edited name.
However if you look up that name on facebook despite the profile picture matching there's no "Tracy" on her friends.
