What are you using to cool that thing with? You would need an ambient room temperature of 16C to pull that off with air cooling. I know the UK is cooler than where I live, but that's not even close to comfortable.
My ambient room temperature hovers around 24C. Outside was 37C today, in case you are wondering. I'm lucky if I can get a CPU to idle at 28C, 19 would require refrigeration.
