Pro Evo 6 comes out next month on the 360 so you're in luck with that one. RPGs... Check out Oblivion. Racing games there's only Test Drive:Unlimited (which I've heard is very good online) and PGR3. If I was you, I'd go with Oblivion 1st with one of the racers then get Pro Evo when it comes out.
There's a healthy amount of good games coming out in November, so hold onto some money for then as well

Pro Evo 6 is out on the 360 very soon, as is FIFA 07 (which has much better graphics, animation and ball physics than the last gen consoles version).
Pro Evo 6 will likely be the better game overall though.
Oblivion is a bloody great western RPG (my game of the year so far), and there's Enchanted Arms if you prefer Japanese RPGs (it's a pretty 'by the numbers' JRPG though apparently).
There are a few more big JRPGs coming out next year though if you prefer those over western RPGs, they're called Lost Odyssey and Blue Dragon and are by Hironobu Sakaguchi (the creator of the Final Fantasy series).
As for racing games, PGR3 is excellent all round, while Test Drive Unlimited is great for online racing (the island you play on is HUGE!).
Forza 2 is out next year, which is a more realistic racer just like the GT series but with better AI and car damage.
If you're looking towards other genres, I'd also highly recommend Dead Rising, Call of Duty 2, Saint's Row, Lego Star Wars 2, Ghost Recon: Advanced Warfighter and Fight Night Round 3 as a few of my personal favourites.
Also coming soon are potentially great games such as Gears of War, Call of Duty 3, Brothers in Arms: Hell's Highway, Mass Effect, Lost Planet, Just Cause, NHL 07, Bioshock, Half-Life 2 pack (containing Half-Life 2, Episode 1, Episode 2, Team Fortress 2, Counterstrike Source and Portal), Dead or Alive Xtreme 2, Rainbow Six: Vegas, Assassin's Creed and more.
At some point in 2007 there'll also be Halo 3, and of course GTA 4 in October
