Is it possible? If so, how? I tried wireless tether for root users but it doesn't pick up adhoc and doesn't have bluetooth

Yes, it's possible, I can do it with my PSP-1000 too.
1. Did you enable wifi on the PSP?
2. On your Android you shouldn't need an app for that, simply go to your network settings -> Tethering & mobile Hotspot -> create a new hotspot that is either open (not recommended) or WPA. PSP doesn't support WPA2. Well and then simply enable it.
3. On your PSP search for all Hotspots and it should show up.
