I agree, unless they mean this to include stuff like all the portable titles, Dissidia, Tetrarythm, remakes etc as yearly. If they want at least SOMETHING with a FF name on it each year, thats fine. But as far as big titles/numbered installments go... yearly is a bad choice

FFIV - 1991
FFV - 1992
FFVI - 1994
FFVII - 1997
FFVIII - 1999
FFIX - 2000
FFX - 2001
FFXI - 2002
FFXII - 2006
FFXIII - 2009

People complain about the long development times, so I hope people won't complain about this too.
Anywho, I'm sure they will use multiple teams. So there's still a good chance these games will be high-quality.

At least two to three years, in my opinion.

Well, Toriyama admitted that he did a poor job of managing FFXIII, since the team didn't have a clear sense of direction.
In terms of talent, it's mostly there, except in the writing department. S-E needs to hire some real talent to write the script. Look at the difference between the main story in Lost Odyssey and the short stories written by a professional novelist.

Management. Final Fantasy XIII was nothing but a straight run forward for 40 hours straight. That is absolute murder on the artist department. In any good RPG, you stay in a select village for a short time before moving on, revisit a location, or rework existing assets to make new locations further on, and it lengths the game and makes development easier on the artists. Which is why Lost Odyssey was made with only 20 odd people and $20 million dollars. Lost Odyssey is a 70 hour game even if you play thru just for the story.
