In most parts of the world that's considered adult age and usually women that age have already almost fully "developed", so not it's not "wrong" like it's a mental disorder or something, it's completely biologically natural for males to be attracted to any female who's body has matured into a grown woman's. If you see a cute 15 year old with full breasts and a curvy body wearing short shorts and a cut off tank top you're going to feel some sexual attraction there. If you don't you're just lying to yourself and trying to convince yourself of some false sense of superiority. There's nothing wrong finding that attractive. What's wrong is acting upon those natural male urges and breaking the law or using their young age naivety to coerce them into activities they may not be mentally ready for.

i remember watching wizards of waverley place and hannah montanna when they first came out. IIRC the first one or two seasons of both of them, they were both ugly as fuk but then towards the last few episodes, they started getting ripe.
