I've been using remote play since it hit the PSP, I'm not one of these noobs whose found out about it because Vita just got it.
Hackers don't get sued by people when they brick consoles, Sony do, so they need to test it properly, they don't want another PS3 2.40 on their hands.

It works, properly. Obviously there are QA procedures, but it works... it's been working since the PSP, and it's working now. What they are doing is either going to offer the service as a subscription cost, or not enable these features. Ultimately it's up to the developers to allow the support buy doing the same thing with the "code" that we are doing right now. There's been a few handful of games not compatible even with the editing we're able to do right now. That being said....

Yeah the devs are gonna be the biggest obstacle with it, especially the ones that want to release the same game on both platforms, if you can stream it, then people wouldn't buy the game twice (unless it was different).
So I doubt it'll happen for all games, just select ones, in which case only a handful will be updated/supported.

Perhaps when the PS4 is launched Sony will enable remote play for PS3 games on Vita. This would be a great idea to keep the PS3 alive and put more weight behind the Vita. Either that or they'll enable it for PS4 hence their claim that the PS3 doesn't have the power to run RP on the Vita.
