As in not limited to local when you have someone within 5 foot of you, I'm on WIFI and I can play with people online like I do my PS3, no having to download weird apps to try and get it to work (iirc on PSP had to get some party thing to play Monster Hunter, think term was ADHOC).
Seen a good bundle today which included Rayman Origins and a 4GB memory card which I think will be plenty big enough as I generally avoid digital media.

Does Vita have 'true' multiplayer?

resistance has 8 players online multiplayer

Yeah it does. A number of games out now support it like Virtua Tennis, Fifa and Resistance.
4gb should be fine yeah, if you don't plan on buying anything from the PSN store. But it may be worth considering an 8 or something somewhere down the line as PSone support is coming (if youre into old games) and demos/trials can be quite big, as well as EU getting some awesome digital sales recently

4 gig's still wont be large enough but it will get you started see ps vita games update just like ps3 titles do so you have to install the update's on the memory card also you install a games launch icon as well onto the device and if you are thinking about playing little big planet sorry you need 3g for that

4gb would be fine for someone that is staying 100% away from digital games. It would take a ton of save games and game installs to fill a 4gb card as far as I know.
As for LBP Vita you don't need a 3G Vita to play it online. It supports online play (level/costume downloads) over 3G as far as I know, but all that can be done over WiFi also

Off the top of my head Virtua Tennis 4 World Tour Edition, Resistance Burning Skies, Ultimate Marvel Vs Capcom 3, Hustle Kings, Mortal Kombat, BlazBlue Continuum Shift Extend, Asphalt Injection, Hot Shots/Everybody's Golf World Invitational, FIFA Soccer, Supremacy MMA Unrestricted, Unit 13, and Wipeout 2048 all allow real time synchronous multiplayer online gaming. In the future Street Fighter X Tekken, Call of Duty Black Ops Declassified, Silent Hill Book of Memories, Killzone, Assassins Creed III Liberation, FIFA 13, and Madden 13 will have synchronous online gaming. Hustle Kings and Wipeout 2048 allow you to play against PS3 players online to boot.
Hence why they didn't do it, that's what smartphones are for lol. But that 3G connection is going to start paying for itself as games like Madden 13 and Street Fighter X Tekken will be playable over 3G in real time online, and Street Fighter X Tekken will not only be playable online over 3G in addition to wifi but playable over 3G and cross platform to PS3 via 3G. It remains to be seen how many more games will have the feature. It's possible that it's unannounced for COD BD and ACIIIL.

Vita plays online just like the PS3. There is no difference except it is over wifi. Some games will have some multiplayer type applications over 3G.
By the way, Rayman Origins is a phenomenal game on the Vita. This is coming from a person who does not even like UBI soft.

But isn't the 3G's latency far too high for any serious online gaming? How does it work with the lag?

Depending on the quality of the signal, it can be used decently. It also depends on the game too. Some games use it well, while others don't.

Well I had a Sega Dreamcast back in the day, and I had some pretty smooth games over a dial up connection thus I assume that if they could work miracles on the DC then the same magic can be worked with the Vita. Street Fighter X Tekken will be the first Vita game to be have live online multiplayer so we'll have to see how they sort it out.
