Hi I keep having a problem with my ps3 giving me the above code when downloading a game update. I have managed to update the system software without fault. I live in France and so it is connected to an orange livebox via wifi. I can't find the DMZ thing in the router settings that I have read about and I've disabled media server. My nat type is 2.
Can anyone help as I've had this problem for a couple of years.

Try resetting your modem and router give it about 20 min's turn it back on and it should fix it.

It's a router or network error. Update your router firmware for starters. If that's running the most current firmware, just try the reset for the modem and router. It could also be a heating problem causing the network issues.

PS3 Error 80710723 signifies a network/router error. Try going to SETTINGS > NETWORK SETTINGS > INERNET CONNECTION SETTINGS > (if wired, choose path 1. if wireless, choose path 2.)
1. WIRED CONNECTION > CUSTOM > MANUAL SETTINGS > AUTO DETECT > AUTOMATIC > DO NOT SET > MANUAL ( DNS1 : 208.67.222.222 , DNS2 : 208.67.220.220 ) > AUTO > DO NOT USE > ENABLE > X > X
2. WIRELESS > ENTER MANUALLY > ( ENTER SSID OR CONTINUE ) > ( CHOOSE SECURITY OR CONTINUE ) > CUSTOM > AUTO > DO NOT SET > MANUAL ( DNS1 : 208.67.222.222 , DNS2 : 208.67.220.220 ) > AUTO > DO NOT USE > ENABLE > X > X

Thanks for the help guys I found out that my dmz was in a different part of the router setup and now it works fine.
