Yep. My bank does the same thing. However, they call the card owner as well to confirm, etc. However, the basic disallowing the charges isn't that bad a thing.

Apparently if you go on to red tube it downloads the video straight to your Vita. I haven't tried it though.

Well waiting 72hrs made no difference either. Since I'm presently in no hurry to buy anything from the psn store, I'm in the middle of waiting out a full week and trying again. If that fails I may pick up a $20 psn card and test that. If THAT fails then I'm calling in to their line again to lose my sh!t.

Well my week long wait is over, I tested my purchasing power with my psn account yesterday and.....it works!
So it seems a little bit of patience has paid off. I hope this experience helps others.
