Mental people kill all the time, even when institutionalized and under 24hr protective watch. A death is still a death and should be justified.

The way i see it there are only 2 options.
1. If he's too crazy to know right from wrong you couldn't let him out of prison ever again.
2. He knows what he's doing then he deserves to die.
Either way the world is better off without him.
