Not really. The buyer will only be able to use it for 4-5 different things.

-start hacking the product before its final relase
-leak specs
-resell
-braggin rights
-personal development

In order to fully take advantage of those, there are licensing fees, obtaining publishing rights etc...

You could buy your own dev kit if you wanted as long as you have the $$$ associated with the "operating costs"

Releasing the dev kit like this is probably in violation of the NDA the developer has with Microsoft, and grounds for Microsoft to take legal action.
