Repeat offending banned posters

When a poster is permanently banned from the forums, is his/her IP address also blocked from rejoining the site under a new name?
I am asking because of what seems to be a large amount of junk posters joining recently.

No, it isn't so if I ban someone permanently he can just join in another account.

But what you get with ip ban?? connections have temp ip? evry time when you connect to net you have new ip and you can reg again?

And for guys with fixed ip they have much programs for surfing anonimusly so in teory you cant do nothing to prevent someone reg again?

..there are some solutions for stoping banned peoples to reg again but that is too complicated, and not 100% legaly i think

i wouldent reccomend that
if one person in my college got banned, the entire college would get banned

If a user were to keep creating new accounts, we could always contact his ISP and say that a user from that IP address has been harassing us.

Yes, we have. I think we might've actually done this with one user a while ago (might've been kingarthurivvi), or maybe we just threatened to.

I mean, i think they could get their internet taken out or something like that right?
BTW the admins can know everyones ISP i guess. But can the mods know it?

The ISP could cancel your service with them, or if it were something illegal, you could be arrested (although there isn't much you could do on a forum that would get you arrested).

I just got banned from a forum for no reason and everytime I try to tell them that I haven't been on their site for like 3 weeks they won't beleive me. So I know what Per. Banned people are going through....pretty rough. I think everyone desevres a second chance you know?

I use proxy only on..some sites it slows down connection so i dont use it when is not needit

As for baning, there is a way for perm ban without chance of making new account no meather what proxy or ip you use, maybe i make some app for it..hmm and sell it ...
