It fixes Monster Hunter Portable 3rd HD. It's an optional update obviously because that game isn't available outside of Japan.

I dunno, it forced me to update when I went into the PSN store. It was like a rhetorical question. Do you want to update? Yes. No.

And then if you choose no, it won't let you use the store, so you have to update anyways.

They should change that prompt to Yes. Yes.

Im starting to get sick of dam updates because im scared of my ps3 frozes or i have a power cut when im downloading like when it gets to 99% it takes longer to finish it, some times it shits me up

The "forced" update was for the Playstation Store only. It was not for 4.31. 4.31 is optional. However, to get the newly redesigned store, you must DL the new store software (in other words... two separate DLs if you want the new firmware AND the new store). Hope this helps clarify.
