I hook my PS3 up to our houses internet connection, it downloads a game at ~450-700 kb/s which is pretty much the max for me.
But it doesn't slow the connection on other computers in the network. If my PC downloads something at that rate every computer in the network is slow as h*ll.
What in the PS3 makes it not lag up everything else in the network? I need to know!

Might be the router giving priority to your computer. Other than that I do not know.

Check your ps3 speed when you're doing something on the computer. Guaranteed that your pS3 bandwidth is throttled during usage from the PC. That, or the PS3 is being throttled by the lack of available bandwidth via the PS3.

Might be what ever ports your PS3 has open. Most people are Nat 2 which is moderate, I think Nat 3 is the most open it can be. But I also notice that with certain internet providers the bottle neck can be what you're downloading. Your computers could be slow because the places you're downloading from are slow compared to the PSN.

PS3 NAT Types
In the network settings of the PS3, it uses 3 different NAT types to classify how the PS3 is connected to the Internet:
Type 1: The PS3 is sitting directly on the Internet with a public IP address. This setup doesn’t require NAT or inbound port forwarding and is used in scenarios where the PS3 is the only device wanting to use the Internet connection. This isn’t that common as most users share their Internet connection with other devices in their home.
Type 2: This is the most common and ideal type where the PS3 is sitting behind a RG that is performing NAT. The PS3 will have a private IP address which is translated to a private or public IP address by the RG.
Type 3: This usually implies you have a problem in the way the PS3 is accessing the Internet. This may be caused by a firewall or port restrictions. This isn’t ideal and will result in a sub-optimal gaming experience.
The difference between a Type 2 and Type 1 NAT is usually physical and can’t be changed by settings alone. If you have a Type 2 or higher NAT type then you are connected correctly and can have an optimal gaming experience.

as someone said it's because the PS3 uses some ports that are not used for anything by your computer
