You do not need to own the DLC to use this weapon. It can be picked up off the floor, and will be rotated in Sharpshooter.
It won't affect people who already have Diamond Camo SMG's and they can earn Diamond Camo for the Peacekeeper by simply getting it gold. Also if you don't currently have Diamond Camo, you only need to gold the SMG's that are already in the game to get Diamond even after the DLC drops.
You can use it in Custom games too without buying the DLC.

It is pretty good, I'd still say the PDW and MSMC are better. It is good if you use it as a medium range gun though.
