They sold a total of 6.8 million PS3 and PS2 consoles COMBINED during the quarter.
Which means they fell well short of the 7+ million PS3s alone that they would have had to ship to be ahead of Microsoft. I do wish Sony wouldn't combine PS2 and PS3 sales in their fiscal reports. They didn't start doing that until this fiscal year started, and far to many Sony fans think the combined numbers are PS3 sales alone. From the hard numbers that are out there it appears the PS3 is still somewhere between 1 and 3 million behind the 360.

We should be hearing less about combined sales, at least with the PS2, since the console had been discontinued.

Well that's good for them! Given the disaster with the Vita sales that's pretty good

Are they masking the ps4 development cost in these figures? I assume the same thing is happening on MS end too?

That is correct. Both companies are developing new systems, sending dev kits out to developers, etc... and that costs money. That expense is included in their fiscal reports even though they do not specify it.
You'll probably see both companies take a huge hit on the July through September quarter when full production of those new consoles starts with no new console sales to compensate for it. Next October through December will probably be the same as production is really ramped up and sales are still low due to limited supply. In fact I would expect both companies to start taking losses in their gaming divisions starting in September and lasting through all of the 2014 calendar year.
