New York, Miami and Los Angeles also happen to be universal. Not saying people wouldn't recognize Australia but it's generally thought to be a laid-back, relaxing place, right? Max Payne 3 is the only recent Rockstar title set outside of [North] America and it disappointed some fans.
That said, I do think London will be revisited eventually as the setting was used twice in expansions for the original GTA.

It would be the same as a GTA in the US. They just say 'eh' alot. And instead of about its a-boot!
That would be an interesting setting. The lush vegetation would look really nice if set in South America.
How is it obvious that 6 will be Vice City? Did I miss something?
