in my opinion it is a SR3 expansion pack and that DLC was meant to be on SR3 in the first place...

It would have made sense for them to move from STEELPORT and reinvent the series in a new city and with new characters, weapons, NPC's, story, missions, side-missions etc....

Not stay in the same place and thinking it is a seller

Or they could have reinvented STEELPORT and made it fresh, new, bigger and with even more appealing and yet they have not

I find SR to be boring. It doesn't hold a candle to GTA and since it's releasing shortly after there's no way I would touch this game.

You clearly didn't watch the trailer. Saints Row 4 is the 'climatic' chapter of the Saints Row saga, meaning there will be no more games being released - or, if there is, it won't be based around the current roster of characters. Saints Row 5, if there is one, will be the beginning of a brand new story.
