Only confirmed to be releasing in China, the western release rumour was started by a misstatement by crytek.

Hopefully this will be playable outside of the native region. Chinese releases occasionally have English language option (at least Ragnarok Odyssey did), and I know Phantasy Star Online 2 has a pretty big population of English speaking users on a specific server. Seems possible, though unlikely...
