Discussing a new way to measure performance (frame rating) instead of the old way of just measuring frame rates.
The frame rating has come about to asses the quality of the rendered frames because typical measuring how many er second doesn't always show the full picture.
I am sure some of us have had well over 60FPS yet the image we see isnt smooth it is jittery, this behavious is known as "micro stutter" it is more prominent with SLI and crossfire setups and it seems Nvidia is trying to get rid of this as much as possible.
They also discuss Vsync (the thing that eliminates tearing) and why it introduces input lag around here

I never use VSync, it always drops my frame rates by like 50%. I'd rather have slight tearing than that crap.
I cant tell if mine is bloody on with vsync I have the 7850 2gb and I dont think I need it because at the moment I'm using a 15" monitor but I still dont know if its on or not I cant find in the CCC

I say that because if your GPU cannt manage 60FPS all the time it will drop to half the refresh rate to keep the frames in sync.
You may find capping your frame rate to 60FPS might help.
I find if I cap at my refresh rate in Counterstrike Global it helped remove jitters. fps_max 145
Not all engines allow such a thing though.
Never been a fan of vsync. If it does fix tearing it does so by causing other problems most notably input lag. Some people do not notice the lag but not noticing it isnt the same as it not existing.
The input lag can be reduced by using higher refresh rates such as 120Hz but even at this rate I can still notice it so I much prefer to have as high as possible frame rate to reduce the tearing to negligible levels with no vsync so there is no input lag.
