It's usually an application fee. It's one of those things they charge for document processing, etc. Yes. It's one of those things they tack on to make more money. Colleges are basically a business that sells education. It's pretty much the same as applying for college in Canada.

You talk so much about Canada lol, but don't know the things you talk about.

To apply for the University of Toronto.. wait for it.... wait for it.... that's in Canada, you have to go through the Ontario Universities' Application Centre. Guess what!!??? They charge fees to apply!

    http://www.ouac.on.ca/ouac-105/105-fees/

    Fees

    Summary of Fees

All fees are non-refundable. Your application will not be forwarded to your university choice(s) until you submit full payment to the OUAC. Fees for withdrawn university choices are not refunded.
All fees are listed in Canadian dollars.
    Base Application Fee: $135
For the initial three university/program choices.
    International Service Fee: $10
If the mailing address is outside of Canada.
    Additional Choice Fee: $44
For each university/program choice beyond the initial three (e.g., if two additional university choices are added, you must pay $88 in addition to the base application fee).
Note: You may apply to as many Ontario universities/programs as you wish; however, you are limited to a maximum of three program choices at any one university (including affiliates). Some universities may further limit the number of programs to which you may apply.
    Transcript Request Fee: $12
For each transcript requested (i.e., for each institution receiving the transcript). Note: Fees are not required for transcripts originating from institutions that have a lifetime transcript fee agreement.
    Supplemental/Document Evaluation Fee

The OUAC collects supplemental fees on behalf of the universities. Exemption rules may apply depending on your university selections and educational background. For questions about the use of these fees, please contact the universities directly. You may pay this fee to each university, including affiliates, only once. See individual university information pages in this booklet and the following chart for details.
    Institution Fee
    Brock University $70
    Carleton University $61.25
    University of Guelph/Guelph-Humber $70*
University of Guelph Veterinary Medicine $100**
    Lakehead University $55
    Laurentian University $40
    McMaster University $85
    Nipissing University $50
    OCAD University $65
    University of Ottawa/Université d’Ottawa $70
    Queen’s University $85
    Ryerson University $85
    University of Toronto $90
    Trent University $65/$90***
University of Ontario Institute of Technology $60
    University of Waterloo $80
    Western University $80
    Wilfrid Laurier University $70
    University of Windsor $50
    York University $90

    Admin fee.

They crop up everywhere in all types of business. Hell you often get charged a booking fee when buying a ticket to concert or something online.

College seems to be free in the UK (maybe it changed since I went) its the Universities that charge.

The college I go to, as long as your SAT scores are high enough they accept you on the spot so there's no app fee, just need to do 4 hour orientation and meet with any counselor.

Yeah it is free for 16-19 year old's. Universities used to be free here till Tony Blair reformed it all.
