This is something I though I would never see, sort of. He is complimenting the development tools not so much the hardware but this was to be expected. MS has really been working hard on producing developer tools for nothing but games, this is something that no other game company is really doing or has done. Usually they just produce general purpose compilers/art tools and let the developers deal with the problem but MS has been building tools that devs really want and that is why Carmark seams very impressed with it.
Comparing PS3 dev environment to 360 isn't very wise any more because of this factor, 360 is coming at the problem completely differently and it is working.

UHm... Actually, he's not exactly saying that the Xbox 360 is easier to develop for than a PC, but that the Xbox 360 development tools are the best he has ever worked with in consoles or PC. Which in the end, is better.

yeah I agree, I look forward to the PS3 catching it's stride and releasing some great games, but 360 is at that point right now. I'm really am impressed with what is heading it's way.

This is real good. Developers will start making for 360 games, hopefully good ones.
