I had to download the visual style (which can only be done on XP), replace some system32 files and then run a lil' EXE. which actually sets the files you replaced as a theme. once you run the EXE, the files are recognised as themes, and you can select them from the display properties.

and you can download many styles (from icons to wallpapers) for it HERE.
If you specifically want the start menu and task bar (Visual styles), THIS is the direct link.
You don't nesessarily need StyleXP to install the styles, but StyleXP does help.
If you are still having trouble getting your desired theme/style to work follow the 'how to install' link at the top of the site i linked.

Try using PhotoBucket...they have a free, quick and easy to use service....once you sign up for free you can upload pictures from your PC to your PhotoBucket account (which of course had as much space as you require), theres one catch...the free account can only upload pictures no bigger than 250Kb, if you upload pictures bigger than that they automatically resize them.
they accept only pictures of the the following formats: jpg, gif, png, bmp, swf.
oh...and you can upload upto 19 pictures at once.
An alternative is if you have a domain of webspace...than use that.
