no not in the ps3's settings it in the playstation store so its totally diffeent from the system itself!

Honestly man, can't you just look for it yourself? Not trying to be a jerk or anything, but the only way we would know is if we go in and look, same as you. I'm sure there's a way, just mess around with it until you find it.

I don't think that you can change the stores languages unless you have an account for that region!

The only time I have seen that option is when you sign up for a new account say a new user, then you have the option for setting up the region you want the store for and also the language you want it in.
