I had this problem with another game, first make sure you have a good graphics card compatible with the game, then make sure it has all the drivers. If still no you may need more ram not only pc ram but more graphics ram also. Like 128mb or something, alot only have 64 mb.

Your specs look fine (similar to mine). Just make sure all your drivers are updated.

Video Card
Sound Drivers
Motherboard Drivers (i couldnt play counterstrike at anything above 5fps till i updated these)

Your specs look fine, mayeb a bit more RAM may help. At least 1Gb is really needed for todays games.

even tho its only happening with FEAR, that game is a very intense game and if you havnet already i would seriously look into downloading the newest drivers for your hardware (video, sound, chipset) again if that doesnt work try saving ur saved game data and then reinstalling

according to the website of FEAR, the supported chipsets are from Geforce 5900 up to the latest GPU's.
Where did you get that? Just wondering because what i found differs.
Here is what i got

Required

Operating System: Windows® XP, x64 or 2000 with latest service pack installed
Processor: Pentium® 4 1.7 GHz or equivalent processor
RAM: 512MB of RAM or more
Video Card: 64MB GeForce™ 4 Ti or Radeon® 9000 video card; Monitor that can display in 4:3 aspect ratio; SUPPORTED CHIPSETS* ATI™ Radeon(R) 9000 Series, Radeon(R) 9500 Series, Radeon(R) 9600 Series, Radeon(R) 9700 Series, Radeon(R) 9800 Series, Radeon(R) X600 Series
Hard Drive: 5.0 GB free Hard Drive Space for installation; Additional hard drive space for a swap file and saved game files.
CD-ROM: DVD-ROM
Processor: 16-bit DirectX® 9.0 compliant sound card with support for EAX™ 2.0

Well based off what he got your problem is this
Memory: 768MB RAM
Based off what i got
Processor: AMD Athlon(tm) 64 Processor 3000+, MMX, 3DNow, ~2.0GHz
That could be it but i highly doubt it.

Here are the supported chipsets
64MB GeForce™ 4 Ti or Radeon® 9000 video card; Monitor that can display in 4:3 aspect ratio; SUPPORTED CHIPSETS* ATI™ Radeon(R) 9000 Series, Radeon(R) 9500 Series, Radeon(R) 9600 Series, Radeon(R) 9700 Series, Radeon(R) 9800 Series, Radeon(R) X600 Series

They only state ATI radeon but i think yours is ok. The only thing there i would look at is if your monitor is ok.

After looking into those things just do what everyone says and check your latest driver. Your graphics card has enough ram in it and everything.

Did you try letting the game find the default settings for your system?

I believe your problem might be that you have, Pixel Doubling and/or DX8 Shaders enabled. Disabling both of them might fix your problem.
