Is it true that every Vita game will be locked to one console when installed?

I read somewhere that it wont be possible to sell/trade physical games after you've finished them. In other words when you install them on one console they wont install on a different Vita?
Any truth to that?
I hope not

They won't be locked, but trophy locked. So if you let a friend borrow it, he can play it, but he cannot earn trophy unless he initializes the game cartidge.

Wow wtf. I didn't know that D: I planned to share some cartridge games with my brother...

He didn't explain it clearly enough to me though. If my brother initialises my game cartridge he can start earning trophies. If I take back the game and initialise it on my account/vita, I can continue earning my trophies? Seems tedious but if the process of tieing a game to your account isn't that long then I dont care

But I have a feeling it isnt as straightforward as that

I literally stumbled across that video before I saw his post. So I don't know exactly how it works or what initializing is.

I guess to initialise the cartridge means to erase the cache off it.

Oh WOW.
This will be incredibly interesting since I work at a game shop and we will no doubt be selling Vita games used.

I wonder how one goes about 'initializing' the game
