Fallout 4 starts just before the apocalypse — "on a beautiful Saturday morning." This is where you build your character, looking into a bathroom mirror while your significant other looks on (you can choose to play as male or female), and unlike past Fallout games, your character has a voice of his or her own. The majority of game itself, however, takes place 200 years later, and based on what we're seeing, it looks like you can get a dog companion fairly early on.

Todd Howard claims the game — which is confirmed to take place in Boston — will be one of the developer's biggest yet. Players will be able to explore the wilderness, and complete quests, and visit towns in standard RPG fashion, but Fallout 4 also adds the ability to build your own homestead. Players can scavenge wood, metal, and other materials to build houses, starting out small with shacks, but eventually kitting out their new settlements with color-changing lights, guard towers, stalls for traveling merchants, and sentry guns. The more you build, the more people will move in — and the more likely you will be to attract raiders. World-building is entirely optional, by the way, if you just want to focus on a story.
30FPS. 1080 & Mods.

Fallout 4 will run at 1080p and 30 frames-per-second on everything, it has been revealed.Director Todd Howard confirmed the news to Digital Spy at this year's E3 gaming expo. ""It is 1080p on everything," he said, before confirming that it would run at 30fps and not 60fps."When we asked if the studio was hoping to eventually bring mod support to PS4, Howard said: "We will be. Well, we're going to make every effort to. If Sony says no, we won't, but I don't think they will
"But, you know, it will come out on PC first. So early 2016, the creation mod for the PC, and then we're going to make that work on the Xbox One, and then we're going to do the PS4 version."

-Map Size:
This world map is confirmed to be almost 2-3x the size of Fallout 3 and bigger than the world map featured in The Elder Scrolls V: Skyrim,
around 145,800.

-File Size:
Xbox – 28.12GB, PS4 - 26.2GB

-Dialogue:

More than 111,000 lines have been recorded and that’s more lines than Fallout 3 and Skyrim had combined. You can either choose to deal with the situation diplomatically or aggressively. Some dialogue options if chosen will prevent you from going back and choosing other options

-Settlements:
We’ll get a message or notification when our settlements are under attack. If we let one of our settlements be assaulted we will lose some of our people.

-Cover System:
The Cover System is contextual. We don’t have to press any button, just walk towards the object we want to cover with (wall,car…) then when we aim we expose ourselves.

-Weapons:
Weapons will never decay, and will never require any repair.

-Stealth:
Stealth mode is quite similar to Skyrim’s but is slightly improved. There are a lot of perks in the game related to stealth and theft.

-HUD:
The color of your heads up display – HUD – will be configurable via red, green and blue sliders.


Perks:
All Fallout 4 Perks

STRENGTH is a measure of your raw physical power. It affects how much you can carry, and the damage of all melee attacks.

  1. Iron Fist – Channel your chi to unleash devastating fury! Punching attacks do 20% more damage to your opponent. (5 Ranks)
  2. Big Leagues – Swing for the fences! Do 20% more melee weapon damage. (5 Ranks)
  3. Armorer – Protect yourself from the dangers of the Wasteland with access to base level and Rank 1 armor mods. (4 Ranks)
  4. Blacksmith – Fire up the forge and gain access to base level and Rank 1 melee weapon mods. (3 Ranks)
  5. Heavy Gunner – Thanks to practice and conditioning, heavy guns do 20% more damage. (5 Ranks)
  6. Strong Back – What are you, part pack mule? Gain +25 to carry weight. (4 Ranks)
  7. Stead Aim – Stay on target! Hip-fire accuracy is improved when firing any gun. (2 Ranks)
  8. Basher – Get up close and personal! Gun bashing does 25% more damage. (4 Ranks)
  9. Rooted – You’re part tree! While standing still, you gain +25 Damage Resistance and your melee and unarmed attacks deal 25% more damage (3 Ranks)
  10. Pain Train – Choo choo! All aboard! While wearing Power Armor, sprinting into enemies hurts and staggers them. (Robots and oversized enemies are immune to stagger.) (3 Ranks)
PERCEPTION is your environmental awareness and “sixth sense,” and affects weapon accuracy in V.A.T.S.

  1. Pickpocket – Your quick hands and sticky fingers make picking pockets 25% easier. (4 Ranks)
  2. Rifleman – Keep your distance long and your kill-count high. Attacks with non-automatic rifles do 20% more damage. (5 Ranks)
  3. Awareness – To defeat your enemies, you know their weaknesses! You can view a targets specific damage resistances in V.A.T.S. (1 Rank)
  4. Locksmith – Your nimble fingers allow you to pick Advanced locks. (4 Ranks)
  5. Demolition Expert – The bigger the boom, the better! Your explosives do 25% more damage, and you can craft explosives at any Chemistry Station. (4 Ranks)
  6. Night Person – You are a creature of the night! Gain +2 to Intelligence and Perception between the hours of 6:00 p.m. and 6:00 a.m. (2 Ranks)
  7. Refractor – You must be part mirror! Instantly gain +10 Energy Resistance. (5 Ranks)
  8. Sniper – It’s all about focus. You have improved control and can hold your breath longer when aiming with scopes. (3 Ranks)
  9. Penetrator – There’s no place to hide! In V.A.T.S. you can target an enemy’s body parts that are blocked by cover, with a decrease in accuracy. (2 Ranks)
  10. Concentrated Fire – Stay focused! In V.A.T.S. every attack on the same body part gains +10% accuracy. (3 Ranks)
ENDURANCE is a measure of your overall physical fitness. It affects your total Health and the Action Point drain from sprinting.

  1. Toughness – You now have +20 Damage Resistance (5 Ranks)
  2. Lead Belly – Your digestive tract has adjusted to the weirdness of the Wasteland! Take less radiation from eating or drinking. (3 Ranks)
  3. Life Giver – You instantly gain another +20 maximum Health. (3 ranks)
  4. Chem Resistant – All the rush without the hassle! You’re 50% less likely to get addicted when consuming chems. (2 Ranks)
  5. Aquaboy – Water is your ally. You no longer take radiation damage from swimming, and can breath underwater (2 Ranks)
  6. Rad Resistant – Exposure to the Wasteland has made you more resilient, instantly granting +10 Radiation Resistance. (3 Ranks)
  7. Adamantium Skeleton – Your skeleton has been infused with indestructible metal, reducing limb damage by 30% (3 Ranks)
  8. Cannibal – Feast on mortal flesh to heal your wounds! Eating human corpses restores Health. (3 Ranks)
  9. Ghoulish – Sure, you’re still human – on the outside! Radiation now regenerates your lost Health. (3 Ranks)
  10. Solar Powered – Catch some rays! Gain +2 to Strength and Endurance between the hours of 6:00 a.m. and 6:00 p.m. (3 Ranks)
CHARISMA is your ability to charm and convince others. It affects your success to persuade in dialogue and prices when you barter.

  1. Cap Collector – Buying and selling prices at vendors are now much better. (3 Ranks)
  2. Lady Killer – You’re charming… and dangerous. Women suffer +5% damage in combat, and are easier to persuade in dialogue. (3 Ranks)
  3. Lone Wanderer – Who needs friends, anyway? When adventuring without a companion, you take 15% less damage and carry weight increases by 50. (3 Ranks)
  4. Attack Dog – Your faithful canine companion can hold an enemy, giving you a greater chance to hit them in V.A.T.S. (3 Ranks)
  5. Animal Friend – Commune with beasts! With your gun, aim at any animal below your level and gain a chance to pacify it. (3 Ranks)
  6. Local Leader – As the ruler everyone turns to, you are able to establish supply lines between your workshop settlements. (2 Ranks)
  7. Party Boy – Nobody has a good time like you! There’s no chance you’ll get addicted to alcohol. (3 Ranks)
  8. Traditional – Because you lead by example, your companion does more damage in combat, and cannot hurt you. (3 Ranks)
  9. Wasteland Whisperer – Master the post-apocalypse! With your gain, aim at any Wasteland creature below your level and gain a chance to pacify it. (3 Ranks)
  10. Intimidation – Time to show everyone who’s boss! With your gun, aim at any human opponent below your level and gain a chance to pacify them. (3 Ranks)
INTELLIGENCE is a measure of your overall mental acuity, and affects the number of Experience Points earned.

  1. V.A.N.S. – Let Vault-Tec guide you! The path to your closest quest target is displayed in V.A.T.S. (1 Ranks)
  2. Medic – Stimpaks now restore 60% of lost Health, and RadAway removes 60% of radiation. (4 Ranks)
  3. Gun Nut – Shoot first, kill first, with access to base level and Rank 1 gun mods. (4 Ranks)
  4. Hacker – Knowledge of cutting-edge computer encryption allows you to hack Advanced terminals. (4 Ranks)
  5. Scrapper – Waste not, want not! You can salvage uncommon components like screws, aluminum, and copper when scrapping weapons and armor. (2 Ranks)
  6. Science! – Take full advantage of advanced technology with access to base level and Rank 1 high-tech mods. (4 Ranks)
  7. Chemist – Any chems you take last 50% longer. Far out. (4 Ranks)
  8. Robotics Expert – Machines will always serve humans, if you have anything to say about it. Hack a robot, and gain a chance to power it on or off, or initiate a self-destruct. (3 Ranks)
  9. Nuclear Physicist – You’ve learned to split the atom… and command it. Radiation weapons do 50% more damage and Fusion Cores last an extra 25% longer. (3 Ranks)
  10. Nerd Rage – Genius. Is. ANGRY! When your Health drops below 20%, time slows and you gain +20 Damage Resistance and do 20% more damage while the effect lasts. (3 Ranks)
AGILITY is a measure of your overall finesse and reflexes. It affects the number of Action Points in V.A.T.S and your ability to sneak.

  1. Gunslinger – Channel the spirit of the Old West! Non-automatic pistols do 20% more damage. (5 Ranks)
  2. Commando – Your automatic weapons now do 40% more damage, and improved hip fire accuracy. (5 Ranks)
  3. Sneak – Become whisper, become shadow. You are 20% harder to detect while sneaking. (5 Ranks)
  4. Mister Sandman – As an agent of death itself, you can instantly kill a sleeping person. Your silenced weapons do an additional 15% sneak damage. (3 Ranks)
  5. Action Boy – There’s no time to waste! Your Action Points regenerate 25% faster. (2 Ranks)
  6. Moving Target – They can’t hurt what they can’t hit! Get +25 Damage Resistance and +25 Energy Resistance when you’re sprinting. (3 Ranks)
  7. Ninja – Trained as a shadow warrior, your ranged sneak attacks do 2.5x normal damage and your melee sneak attacks do 4x normal damage. (3 Ranks)
  8. Quick Hands – In combat, there’s no time to hesitate. You can reload all guns faster. (2 Ranks)
  9. Blitz – Find the gap and make the tackle! V.A.T.S. melee distance is increased significantly. (2 Ranks)
  10. Gun-Fu – You’ve learned to apply ancient martial arts to gunplay! Do 25% more damage to your second V.A.T.S. target and beyond. (3 Ranks)
LUCK is a measure of your general good fortune, and affects the recharge rate of Critical Hits.

  1. Fortune Finder – You find even more bottle caps in containers (3 Ranks)
  2. Scrounger – You find even more ammunition in containers. (4 Ranks)
  3. Bloody Mess – You now inflict +10% damage in combat. (4 Ranks)
  4. Mysterious Stranger – Who is he? Why does he help? Who cares! The Mysterious Stranger will appear occasionally in V.A.T.S. to lend a hand, with deadly efficiency.. (3 Ranks)
  5. Idiot Savant – You’re not stupid! Just… different. Randomly receive 3x XP from any action, and the lower your intelligence, the greater the chance. (3 Ranks)
  6. Better Criticals – Advanced training for enhanced combat effectiveness! Criticals do 50% more damage. (3 Ranks)
  7. Critical Banker – You’re a patient battlefield tactician, and can save a Critical Hit, to be used in V.A.T.S. when you need it most. (3 Ranks)
  8. Grim Reaper’s Sprint – Death becomes you! Any kill in V.A.T.S. has a 15% chance to restore all Action Points. (2 Ranks)
  9. Four Leaf Clover – Feeling lucky? You should! Each hit in V.A.T.S. has a chance of filling your Critical meter. (5 Ranks)
  10. Ricochet – What goes around comes around! An enemy’s ranged attack will sometimes ricochet back and instantly kill them. The closer you are to death, the higher the chance. (3 Ranks)

Bethesda is bringing the iconic Pip-Boy to life by releasing a real-life version of the post-apocalyptic smart device that works with iPhones.
The physical version of the Pip-Boy will be included with a special edition of Fallout 4, and owners can slide in their iPhone to work as the screen for the device. To go with it, Bethesda has created a custom app that functions as a second-screen experience. Offering his own thoughts on gimmick second-screen apps, Todd Howard said "as far as stupid gimmicks go, this is the best f**king one i've seen."

As for the in-game Pip-Boy, Bethesda has re-designed the interface to be more entertaining. During the Fallout 4 demo at its press conference, the little on-screen Vault Boy is shown animating as the player navigates around the device.
Also included in the Fallout 4 Pip-Boy are mini-games. During the demo we're shown one that looks to be inspired by Nintendo's arcade classic Donkey Kong.

Seriously. Im going to play this game for hundreds of hours. As high as i can build my fortress, im going to. As many companions as i can have, i will. I need this game. Its exactly what i want from Fallout. Which is more of Fallout 3.

My entire history with Fallout is that I played 3-4 hours of Fallout 3 and i didn't get hocked on it, but watching this footage of Fallout 4 and the crafting and the shelter building ( could be great if you can send your recruits on missions or take get the to escort you), all that stuff makes me want this game now, I can really see myself spending so many hours on it, I also like the 2nd screen addition, could be very handy. Amazing stuff !!

Something neat that I noticed, power armor helmets actually give you a HUD.



Between that and the settler stuff (and I'm sure much more), you can really see how they are "inspired" by the modding community.

And I will say, speaking of the HUD, I'm really not a huge fan of how the UI/HUD looks. I'd kind of prefer a smaller, less noticeable one. Maybe we can adjust opacity?

Yeah, I was TOTALLY caught off guard by the house and settlement development. That just blew my mind. Also the power armour modding...actually just all the creation stuff...and there will be so so so much more. FO4 is going to dominate in sales.

The settlement stuff is cool, and I love that it's completely optional. I mean, I'll likely enjoy it, but it's not for everyone, and it's great they won't force you to do something with it.

After E3, I'm considering a lockdown on new Fallout info. I did it with GTA and that lasted for over a year, I think I can handle 5 months.

Yeah I'm going on FO4 media blackout from now on.

I'll be all over every facet of this game. My settlements will be impenetrable! I can't wait to see the potential for role play. What I loved about FO3 and NV was the ability to come up with a persona concept, then to create it with the name, the look, stats, perks and gear. My favourite was my Professor Deth Rhaybeam. She was a scientist type, had all the tech related perks, used energy weapons etc. I'll make a dozen or more in this game, especially if there are factions to join.

I'm hoping the settlement stuff (or other gameplay changes) will mean bottlecaps aren't worthless after so many hours of playing. I get to a certain point in the game and it's always way too easy to have a boat load of caps. It will certainly make scavenging more fun, though for us who already load up on things I imagine every item being usable is going to cause a hassle. I'll have to use the old put all my items in this decapitated head and carry it around with me trick.

I also read elsewhere that the main character voice actors have been doing line readings for two years. So for those worried about less dialogue choices because of the voiced protag, I don't think it should be an issue.

Need to try and force myself to sleep now, I've been too excited, I think I'll probably for sure miss Microsoft's E3 tomorrow.

I like dragons and the metro was too confusing for me :p

Saying that, i was actually playing through the game again (Fallout 3) and i came across a place i had never been to before, naturally it was through the metro, but i found it amazing considering how much time i actually played it the first time....So amazing, in fact, i blew myself up...herp :/

I just love the lore of FO like Nuka Cola, SPECIAL, the perks etc. Dragons are cool but youll never come across a robot man and an ant queen battling it out with their respective minions, nor land a beautiful 5% chance headshot on a mutant, blowing it's head off. These are the things I love.

It's pretty weak if true, don't like seeing parts of major games locked to certain consoles. I do have a feeling this is going to be something related to Bethesda.net instead of the Nexus.

This makes me pretty annoyed at Bethesda. First ignoring Android users with the iOS Fallout Shelter, now ignoring PS4 users with this. My hype has greatly reduced for the game. I usually do PS4 first and a PC version later, looks as though they'll be losing a sale on this one and I'll end up with just a PC version.

Mods on console is going to be interesting. Hopefully the game isn't 1080p30, otherwise, it's going to be really interesting :snicker

My PC struggles with some mods, and some mods even make my game crash. Saying nothing for Mod organizer support on a console, or third party programs to sort your mods to make sure you actually boot into the game... Will be very interesting seeing them roll it out :p

It should be interesting, for sure. Like I've said, I think that's what Bethesda.net is for, it will handle uploads/downloads and load order stuff. However, yea, bugs and crashes will be an issue for sure. That's something you'll always come across with mods.

Then, the issue of mods affecting performance. I don't know how they will handle that, many are thinking it's going to only be stuff like weapons, armors, hairs, etc. Can't imagine mods like Project Nevada and the various weather/texture mods being possible on console.

That makes me think it's across all platforms, and it's what they'll use Bethesda.net for. Which would beg the question of how many people are going to release on the Nexus AND Bethesda.net, where they would need to provide support for the console(s) and possibly even have slightly modified releases?

Also, Microsoft is known for strange wording/announcing when a game or feature isn't a true exclusive. Would love for Sony to mention the Microsoft presser announcing F4 mods and mention casually that they have them as well. Just get that out of the way from the start.

I don't think Sony would have said no. It could be the W10-XB1 integration showing its benefits.
