PS4 LAN Still slow

My internet package from Comcast is 1000/D and 35/U. My speed tests (WiFi) on my laptop and Cellphone are averaging 500/D and 40/U. My wired PS4 connection is averaging 65/D and 8/U. I have tried many DNS servers, I have done Port Forwarding, and I have rebuilt the database. I can not figure out how to fix this. Any advice or options I haven't tried?

Sony have always capped download speeds, but they further limited them at the start if the coronavirus lockdown in March in order to cope with the increased traffic on their network.

Some routers only have 1 port that will do the full gigabit speed while the rest only a max of 100mbit. They are usually coloured differently so should be obvious if that's the case.
Also is the PS4 ethernet full gigabit?
I would try WiFi too see what that gets.
