PS4 attracts praise from id Software's John Carmack

The co-founder of id Software has heaped praise on Sony’s decision-making for PlayStation 4 hardware.
John Carmack took to Twitter to air his views, commenting: “I can’t speak freely about PS4, but now that some specs have been made public, I can say that Sony made wise engineering choices.”
Carmack previously touched base on next-generation consoles in December last year, where he predicted that a large chunk of titles would still be targeting 30fps.
The Wolfenstein 3D programmer is supposedly hard at work on DOOM 4, though little on the shooter has been revealed to date.
Sony unveiled the PS3 in New York City on Wednesday, confirming a holiday 2013 release for the new platform. Killzone: Shadow Fall will be among the titles you’ll be able to pick up on launch day.

30fps? Well I'm sure he knows some things the average person might not, but seriously think that the specs shown would indicate enough power that nearly all mid-high budget titles shouldn't have too many engineering issues producing a 60 frame per second game.
Maybe he means the fact that there are so many low-mid budget titles released on PSN that the PS4 equivalent will have a lot too and that most of them will be 30fps? If so, then yeah the numbers might be in that area?
Or could he mean that the bigger the game (most high budget games), the more quality in the graphics and complexity in the programming, so therefore the frame rate may have to be lowered for stability? Hmm, would like to hear his reasoning.

It probably has nothing to do with the HW, it most likely has to do with the amount of work needed to have 60 fps. Companies have to take under account the amount of money and time it would take them and then make a decision whether it's worth the extra effor or not.

It also depends on the game being developed itself. Developers are not going to make a game do 60fps just because they can. It depends if it fits the game their working on. 30 fps is the frame rate that has always been used the most since 3D gaming started. Even the PS1 did 60fps, but only with a few games, the rest were done with 30. The CBE in the PS3 is capible of doing 120fps, but we won't see it due to the way the hardware is set up.
