Sweet, sweet restoration.
We are pleased to announce that What’s New on PSN is now live on #PS4. We will continue to update you as we bring new features. #4ThePlayers

With this tweet, the major (yet non-essential) PlayStation Network services, previously disabled to help the network accommodate all its new users, are back online. Yesterday, PSN’s What’s New feed was restored, and voucher redemption relaunched the day before.
Sony promises to continue to update European users via Twitter and the PlayStation Blog about the status of its network and any new features, though at this point most users should be operating normally. As users happily settle in, get their profiles set up, and finish downloading their repertoire of large games, PSN should continue to become more and more stable.
