How to Solve
First, you must shoot fire arrows at the base of the 4 fox statues to make the snow melt away. There are fire arrows directly in front of the reliquary pillar, at the gap you squeeze through to get there. Just shoot these at the coals below the statues. You need the upgraded Hankyu Bow to shoot fire arrows. You can buy the bow and upgrade it at Ran the Bowyer in Red Crane Inn.
Next, you must spin the 4 fox statues to face the reliquary pillar in the middle.
