Real or Fake: Video shows WipEout technology in real life?

The internet is a great place to watch very entertaining videos. However, the internet is also a cruel and deceptive place, as some of the very same videos that blow our minds can easily be fake--but that doesn’t mean we can’t still be excited, does it?
The video posted below by the “Japan Institute of Science and Technology” shows us one of our favorite PlayStation-exclusive franchises, WipEout, brought to life using real world technology that we know exists…maybe.
So it’s up to you to decide: was that CG, or not? We know this technology exists, but can we say the same for the “Japan Institute of Science and Technology”?
Let’s be honest—it looked pretty counterfeit, but it doesn’t hurt to dream. I want to live in a world where WipEout is a real international sport, but realistically, I live in a world where very creative viral marketing videos make their way onto YouTube.

It's an advert for an AR application that the Vita will get for the Wipeout game where you can make your own track and race in AR.

I thought it was fake... then I read the first comment and they said very convincingly that it was real and how it worked granted I had no clue what he or she was saying. Now I am not sure.
