In the recently released trailer for Naughty Dog's The Last of Us, Joel and Ellie find a safe house, where an old acquaintance of Joel's has holed himself up.
Eric Monacelli, Community Strategist for Naughty Dog, didn't elaborate very far in regards to details about Bill, but he did mention that more information on hims and "what makes him tick" will be released throughout the coming months leading up to the launch of The Last of Us.
Eric did mention, however ,that Bill is voiced by accomplished Hollywood actor W. Earl Brown, who's appeared in Vanilla Sky, Scream, and There's Something About Mary.
Watch as the tension strengthens in this trailer. Naughty Dog is definitely pulling out all the stops on its upcoming title The Last of Us.

Great narration and approach. Seems like the story is going to be very fluid in its transitions in between cinematic scenes and game-play. I'm looking forward to this one for sure.
