There are three types of Steel in God of War – Soft Svartalfheim Steel, Solid Svartalfheim Steel and Hardened Svartalfheim Steel. Each of these resources can be used to craft extra gear for Kratos.
These are among the most common crafting materials in the game. Initially, you'll likely be wondering where to find Steel, but there's no need to worry.
The Soft Svartalfheim Steel, Solid Svartalfheim Steel and Hardened Svartalfheim Steel location can be found in treasure coffins throughout the game world. They are very common, but you'll find them at different points in the game.

- Hardened Svartalfheim Steel - Late section of God of War
So, you'll need a bit of patience before you reach the Hardened Svartalfheim Steel. You'll automatically come across it in a treasure chest. This indicates that the area is now ripe with the resource, so get looting those chests!
