After some speculation following the announcement of the Batman: Arkham Knight Season Pass, Game Director Sefton Hill took to Twitter to unveil new information about Batgirl:
As a few of you have asked about the DLC, "who is Batgirl?" I can confirm it is indeed Barbara Gordon.

Barbara Gordon is arguably the most well-known Batgirl in the DC universe. To incorporate her identity into the Arkham games (albeit, an Arkham expansion) should help attract consumers wary about the DLC’s price tag of $39.99.
Gordon’s expansion is titled “A Matter of Family” and is only one of several additions coming via Arkham Knight’s Season Pass. Others include “Gotham City Stories,” in which you play as Batman’s allies for side story missions, and “A Season of Infamy,” in which Batman faces off against several super-villains for some epic showdowns. There are also character skins, maps, and a section devoted to Batmobiles and custom race tracks.
Batman: Arkham Knight is scheduled for release on June 23 for PlayStation 4, Xbox One and PC.
