Update 2: The PlayStation Network is down for the second time in just a few days. Sony is aware of the outage and on the official PSN page states that it is currently investigating the issue and engineers are working on the problem. Updates as we get them. The servers went offline at approximately10am GMT on February 4. All services are apparently affected.
Update: As per Sony’s official PSN status page, everything should now be working in all major regions.

It looks as though Sony’s PlayStation Network is once again down for unscheduled maintenance, that is according to numerous reports on Reddit, NeoGAF, and Down Detector – a site dedicated to analyzing issues that arise with online services.
The NW-31456-9 PS4 Error Code will typically be the message you see once a login is attempted — it basically means that your system is unable to connect to the PlayStation Store or a game’s server.
Thankfully, Sony’s been on the case almost immediately, issuing a Tweet on its official ‘Ask PlayStation Twitter account letting folks know that they’re aware of an issue currently affecting players.

It seems as if the issue isn’t entirely widespread and may be only affecting North American players, as some users abroad have reported that they’re still able to access Sony’s services and online play. Whilst others can only access the PlayStation Store and not much else.

Either way, it’s another such instance in that’s become a prominent problem for Sony this generation; let’s just hope they get their act together sooner rather than later.
